Discussions focussed on how the private sector can play a leading role by applying its expertise and supporting Ukraine’s recovery, and invited investors to consider specific sectors and opportunities. To support this, Ukraine set out how it continues to implement an ambitious reform agenda and look for ways to support investment in Ukraine and reduce risk. URC 2023 brought together Leaders, Ministers, and representatives of 59 states, 32 international organisations and international financial institutions, over 500 businesses, and 130 civil society organisations. For the past two years, LUCC has brought together top-level government officials, international investors, and leading figures from Ukraine and Luxembourg’s business communities.

Since Lugano, the international community has pledged significant emergency assistance, but a broader mobilisation of public and private sectors is needed to meet the scale of Ukraine’s stabilisation programmer and recovery needs following Russian attacks. Rome will host the next Ukraine Recovery Conference in July 2025, Italian Prime Minister Giorgia Meloni announced on Thursday following discussions with Ukrainian President Volodymyr Zelensky. Meloni affirmed Italy’s support for Ukraine, emphasising continued solidarity in the country’s reconstruction efforts.

Many Ukrainians fear that a hastily negotiated peace — especially one that makes too many concessions to Russian demands — would allow Moscow to rearm and consolidate its forces for a future invasion after current hostilities cease. Zelenskyy had been expected to sign a landmark economic agreement with the U.S. aimed at financing the reconstruction of war-damaged Ukraine, a deal that would closely tie the two countries together for years to come. Upholding the spirit of the Ukraine Reform Conferences that took place up until 2022, the URC2025 will also showcase Ukrainian reform progress in the context of its economic resilience and the EU accession process. The conference will reflect the Lugano principles, including a “whole of society” approach to recovery through the meaningful participation of a broad range of stakeholders.

In recent years, Ukraine has been steadily moving towards deep and structural reforms. The transformations taking place today in all key areas of state life are the foundation for qualitative changes in the medium term, the basis for improving the wellbeing and standard of living of the residents of Ukraine. There was enormous Civil Society interest and appetite to participate in URC23, beyond the number that could be invited to the conference.
